Tournament Rules

I        HOW TO PARTICIPATE

Inscription is free. The tournament will be played at the Internet Chess Club (ICC), Internet’s virtual chess club.

a)            Free membership in ICC

If you are not a member, you must join ICC to be able to participate. ICC is not a free Club, but as a promotional offer provides a free one month membership to the participants of the Ist Internet Chess Tournament "Ciudad de Dos Hermanas" who are not members of ICC. When the month expires, you can either pay the ICC fee (and definitely become a full ICC member) or not, in which case you will stop being a part-time member, without any cost for you.

The procedure  to become a member of ICC is simple, and only requires a few minutes. To play at the ICC, a special software is required (Blitzin 2.26); to obtain it, go to the following link and carry out the instructions:

Once you have downloaded and installed the software, you must register yourself in ICC, carrying out the instructions that you will find in the program.

We recommend that you familiarize yourself with the ICC environment. For instance, you should play a few friendly games before the tournament, in which you can train yourself and at the same time get used to the ICC platform.

b)            Inscriptions

Once you have become an ICC member, you must fill in the registration form at the official tournament page: http://www.doshermanas.net ; you will then receive an e-mail confirming your inscription.

The inscription deadline ends 24 hours before the start of each tournament. Players can participate in any of the various classification tournaments as long as the player makes his inscription in each of the tournaments. The players that qualify for the final will not be able to play any more classification tournaments.

Once you have made your inscription, you must confirm your participation in the tournament a few minutes before it starts, writing in channel 227 "tell pear players".  If your name appears in the list, everything is OK! For instructions about the ICC tournament system, write "help tomato".

c)            Notes

The Direction of the Tournament reserves the right of admitting participants in the tournament.

The Organization reserves the right of changing the format of the tournament.

II        TOURNAMENT SCHEDULE

a)            Dates

The tournament will be played from the 11th to the 19th of March 2000.

b)            Time-table

From the 11th to the 16th of March, qualification tournaments will be held using the Swiss System; two tournaments will be played each day, from 20:00 to 23:00 (time-table for Europe) and from 02:00 to 05:00 (of the next day) Spanish hour (GMT +1) (time-table for America). In each time schedule, a tournament shall be played.

The finals will be played on Saturday, 18th of March (20.00 hours Spanish time) and on Sunday, 19th of March (18.00 Spanish time), using the K.O. system.

III        PLAYING SYSTEM

a)            Tournament system:

In the qualifying stages, a seven (7) round Swiss system will be used. The final will be a K.O. between the 32 qualifiers

b)            Game rate:

The playing rate will be 5/5 “Fischer System” (five minutes per game plus five seconds extra time for each move played). In the Final stages, using K.O. system,  "mini-matches" of two games will be played (also using 5/5 “Fischer System”), and if a tie occurs, a third game will be played: White with five minutes and Black with four minutes, without time increments, with White obliged to win (“Sudden Death”).

c)            Tournament development:

Twelve Swiss tournaments are played in six days: after that a free day, and then at the weekend the Finals are played, with the 12 winners of the Swiss qualifying tournaments, and the 20 best players (non-winners). To decide these 20 places, the following tie-breaks will be used:

They will be given to the players with the best score in a tournament,

  • In case of a tie, those players with the best classification in the tournament, and
  • If the tie persists, the player who participated in the tournament with the biggest  participation will qualify.

 In case of a tie in the K.O. (those players eliminated in the KO who may obtain a smaller prize), the same tie-break shall be used:

  • Best score in the previous qualification tournament
  • In case of a new tie, better classification in the tournament (place obtained).
  • If the tie persists, the player who participated in the tournament with the biggest  participation will obtain the better classification.

 

IV        PRIZES

         1.000 Euros + special prize
            500 Euros + special prize
            200 Euros + special prize
4º            200 Euros + special prize

The special prize consists in participating in the International Open “Dos Hermanas (Seville)” which will take place from the 7th to the 15th of April 2000, with free accommodation in the four star Hotel “La Motilla (****) and free inscription. To obtain the full prize the participation in the Open is compulsory. In the case that any of the first four players cannot assist to the tournament, then they shall receive 50% of there prize in cash (500,250,100 and 100 Euros respectively).

  • The first three non GM-IM players members of ICC classified will receive a free one year subscription to ICC.
  • The first three players non-members of ICC will receive a free one year subscription to ICC.

Note: (1 Euro=166,386 pesetas; One year subscription to ICC aprox.= 8000 pesetas.)

 

V        TECHNICALITIES

a)            Game rules

In general terms the valid rules of ICC will be used.

The game won:

-          The game is won by the player who check-mates his opponent using a legal move. This finishes the game immediately.

-          The game is won by the player who’s opponent resigns. In the interface of each player there will be an option that allows a player to resign a game.

-          The game will be lost by the player who has used up all his time allowed for the game (loss by time), unless the game finishes before by any other way, except in the case of point 5 of "The game drawn: lack of material to win ".

 The game drawn:

-          By mutual agreement by the players during the game. In the interface of each player there will be an option that allows a player to propose a draw. The requester must use this option before making a move, and afterwards play his move. The opponent, in his interface, will have the option to accept or reject the draw proposal.

-          By stalemate. When a player, in his turn, is not in check, but doesn’t have any legal move to play, he is in stalemate. The stalemate position is automatically detected by the interface..

-          By a triple repetition of the same position. When the same position is repeated for the third time (not necessarily consecutively), with the same player playing and with the same moves being possible to make (including castling and the en passant rule). The triple repetition of the position is detected by the interface but is not automatically decreed. You must write “draw” to ask for a draw.

-          By the 50 move rule: When 50 moves have been played by each player without any pawn movement or piece capture. The 50 move rule is determined but not automatically decreed by the interface. You must write “draw” to ask for a draw.

-          By lack of material to win: When a player has used up all his time (loss by time) but his opponent doesn’t have enough material to win (when he can’t checkmate with any possible series of legal moves). A draw by lack of material can also be decreed when, with enough material for each player, checkmate can’t be achieved with any  possible series of legal moves, without awaiting the flag to fall. Lack of material is determined and decreed automatically by the interface.

b)            Players behaviour

The best ethic and sportive behaviour is expected from the players. Reprehensible, and therefore penalized conducts, are:

1.       Use of computer programs: The playing interface has adequate control mechanisms to detect the use of computer programs. If any of ICC managers suspect (no specific proof is necessary) that a player is using a computer program,  then he is liable to be banned from all future USCF (United States Chess Federation) events in ICC, and can even lose his ICC membership. Read "help USCF barred" to see the nicknames of all the players who have been banned from al future USCF events in ICC because of computer program use.

2.      Assistance from other players: No help from other chess players during the game is allowed: it is also forbidden for other players to play in your name with your own account. Any violation of these rules will mean expulsion from ICC.

3.      Non-sporting behaviour: The use of bad language messages (insults, etc…) in the Chat will be penalized.

4.      Messages in the Chat are registered, which means that if your opponent claims, ICC managers can impose penalizations which can include the loss of the game or even the expulsion from the tournament.

5.      Withdrawal or unjustified absence: A player that, under ICC managers criteria, withdraws from a tournament affecting adversely third parties, can be expelled from the following tournaments..

c)            Technical notes

This section is very important: the correct development of the tournament depends on it. Obviously not everyone has the same type and quality of Internet connection. Because of that, if a user has a disconnection because of technical reasons, the system will wait a pre-established time (5 minutes in normal circumstances) as a security margin. If the user reconnects before the this time ends, the game will continue from the same position as the one when the technical incident occurred. If the user doesn’t reconnect, he will automatically lose the game. If this happens 2 times during the tournament, the rules concerning withdrawal from the tournament will be applied. In any case, it is categorically forbidden to interrupt the connection with the object of using the time interval to analyse the position. If this occurs, the player will lose the game.

d)            Technical Direction and Competition Committee

The Arbiter and Technical Director of the event will be Mr. John Fernandez, or the person appointed by ICC to the same effect. The Competition Committee will be composed by the persons appointed by ICC and EDAMI (Miguel Illescas’s Chess School). Their decisions will not be open to appeal. For any other questions not contemplated in these rules the general rules of the FIDE, the ICC rules and the criteria of the Directots of the tournament will be used.
